ವೀರಪ್ಪನ್ ನನ್ನು ಹಿಡಿಯಲು ಬರುವ ಎಸ್ ಟಿ ಎಫ್ ಯೋಧರು ನಾಯಕ ಕೆಂಪನ(ಸಂತೋಷ್) ತಂಗಿಯನ್ನು ಅತ್ಯಾಚಾರಕ್ಕೊಳಪಡಿಸಿ ಕೊಲ್ಲುತ್ತಾರೆ. ಹೀಗಾಗಿ ಎಲ್ಲಾ ಯೋಧರನ್ನೂ ಕೊಲ್ಲುವ ನಾಯಕ ಬೆಂಗಳೂರಿಗೆ ಓಡಿ ಹೋಗುತ್ತಾನೆ. ಅಲ್ಲದೆ ಅಲ್ಲಿಯೂ ರೆಡ್ಡಿ ಎಂಬ ದೊಡ್ಡ ರೌಡಿಶೀಟರ್ ನನ್ನು ಕೊಲ್ಲುತ್ತಾನೆ. ಆತನನ್ನು ಕೊಂದನಂತರ ನಾಯಕನಿಗೆ ಭೂಗತ ಲೋಕದ ಸಂಪರ್ಕ ಬೆಳೆದು ದೊಡ್ಡ ರೌಡಿಯಾಗುತ್ತಾನೆ. ಕೊನೆಗೆ ಆತ ನಾಯಕಿ ತನುಷಿಕ ಪ್ರಯತ್ನದಿಂದ ರೌಡಿಸಂ ಬಿಟ್ಟು ಮತ್ತೆ ತನ್ನ ಸಾಮಾನ್ಯ ಜೀವನಕ್ಕೆ ಮರಳುವುದು ಈ ಚಿತ್ರದ ಕಥೆ.

Kempa is an innocent village boy, his sister is raped by the STF personnel who was engaged in the Veerappan operation. Unable to get justice from the court, he decides to take revenge.
